Worker-signal escalation protocol
Automation prioritises review. People determine the response.
This protocol describes the implemented path from confidential reporting through aggregated risk changes, human review, case documentation, remediation and closure.

Signal received
A worker selects concerns and may add context or evidence. The channel requests no name, phone, email, account or precise location.

Privacy-preserving aggregation
The customer view groups concern types and counts by site or supplier. Worker narrative and evidence references are excluded from customer access.

Priority signal
Repeated or severe indicators can raise the supplier or site priority. Automation prioritises review; it does not determine that forced labour occurred.

Human review
An authorised customer reviewer assesses the indicator pattern, source context, baseline risk and appropriate next step.

Case opened when warranted
A case records the trigger as aggregated signals, priority, owner and target review date. No worker narrative is copied into the case.

Investigation and evidence review
The reviewer records dated steps and evidence metadata, distinguishes facts from assumptions and avoids attempts to identify the reporter.

Remediation or referral decision
The customer decides actions, owners, due dates and any referral through its own approved legal, emergency or safeguarding routes.

Monitoring and closure
Actions are followed up, outcomes recorded and the case closed only by a person with an explicit outcome classification.
Imminent danger and safeguarding
Libera is not an emergency service and does not claim a 24/7 human response or an NGO/safeguarding partner. Organisations must establish appropriate local emergency, legal and safeguarding routes, decide who can use them, and communicate those routes to workers. Immediate danger belongs with the relevant local emergency service.
